Darra Singh, chair of the Riots Communities and Victims Panel,  an independent body set up by the U.K. government to study the causes of last summer’s riots. Their report, released Wednesday, calls for more people to be given “a stake in society” to prevent a repeat of the disturbances, the Guardian reports.
