An explosion on a bus in the southern Russian city of Volgograd killed at least 10 people on Monday, most of whom were students at a local university.

The blast, which sent at least 27 to the hospital, occurred at about 2 p.m., Reuters reports. There were conflicting reports about what happened, but the National Anti-Terrorism Committee said the explosion was caused by a bomb, and the Investigative Committee of the Russian Federation said it was a terrorist attack carried out by a female suicide bomber, Pravda reports.

No group has claimed responsibility for the bombing. The incident was the first such attack in three years outside of Russia’s restive North Caucuses, where insurgents are fighting for their own state.
