Mexican authorities are preparing for a Category 3 hurricane on the country’s Pacific coast Tuesday, urging people to stay away from major roadways and hillside communities at risk of flooding and landslides.

Forecasters predict that Hurricane Raymond’s center won’t make landfall, but it still has the potential to drop heavy rains over regions already devastated by the floods and landslides wrought by Tropical Storm Manuel in September, which displaced about 10,000 people.

The U.S. National Hurricane Center said the hurricane currently has maximum sustained winds of about 115 mph, and the hurricane is expected to near the coast before turning westward into the Pacific on Wednesday.

“The phenomenon’s behavior is completely erratic, completely unpredictable,” Angel Aguirre, the governor of Guerrero, said Monday.
