China to Philippines: Here, Have a Measly $100,000 in Aid

The world's second largest economy off-loads insultingly small change on a storm-battered Philippines

Update, Nov 14, 01:40 ET: Chinese media reported on Nov. 14 that China was sending an additional $1.64 million in supplies to Haiyan’s victims.

The U.S. has promised $20 million in aid for victims of Supertyphoon Haiyan in the Philippines and has mobilized an aircraft carrier for the relief effort. Britain is also sending a warship and has pledged $16 million. The Vatican is dispatching $4 million, Japan $10 million and New Zealand $1.7 million. And China, the world’s most populous nation and second largest economy?

It’s handing over $100,000.

China’s relations with the Philippines have frayed over the past year, as tensions rise over bits of rocks in the South China Sea that both nations have declared their own. While disputes in the resource-rich waterway have simmered for decades and involve other regional neighbors, China has, in recent months, more assertively staked its maritime claims and last year blocked Filipino fishermen from contested waters.

The fracas has led Manila to deepen security relations with both Japan and the U.S., nations that once colonized or occupied the Philippines. Earlier this year, Tokyo committed 10 cutters to upgrade the Philippine coast guard. Although American bases in the Philippines were closed in the early 1990s because of local opposition, talks are under way to renew an American military presence there.

A much weaker Haiyan affected southern China as well, causing much damage and killing eight people. But many users of the Chinese social-media service Weibo were neither moved by the current death toll in the Philippines (it stands at more than 1,800, and officials fear it may eclipse 10,000) nor the complete devastation visited upon many communities. “Our country is also suffering from the same natural disaster, but we still offered help to you [in the Philippines],” wrote one user. “If you do not appreciate our help, give back our money.” Another opined, “Since the Philippine government has the budget to purchase American weapons, they should not want for money.”

Beijing isn’t always so parsimonious with disaster assistance. Two months ago, when an earthquake rocked Pakistan, China promised $4.88 million in relief supplies. Many Chinese feel that more should be done to help the Philippines. The Chinese Red Cross has committed $100,000 of its own in disaster relief for Haiyan, and a Nov. 12 editorial in the Global Times, a Chinese Communist Party–linked daily, said “as a responsible power” China should “participate in relief operations to assist a disaster-stricken neighboring country, no matter whether it’s friendly or not.”

But even if it now rushes aid and supplies to the Philippines’ storm-battered provinces, the Chinese government has been made to look mean-spirited in front of the world community. Beijing isn’t the only one that has tangled with the Philippines over maritime claims. In May, a Taiwanese fisherman was killed by the Philippine Coast Guard in the South China Sea. Yet Taiwan, which China considers a breakaway province, pledged $200,000 in Haiyan aid.

That’s double the amount the Chinese government is sending.

What has the Red Cross and Salvation Army do with all the donated money.  They get donated water and food and then tell everyone they handed out water which cost them nothing.  How many homes will they build for the people.  No one is game enough to check up how much money they will give out the donated funds.  China is a wake up to them.  Pity these countries do not tell the aid workers to hit the road they are not wanted all they want is the money.

The Philippine government has to spend its own money before asking for donations from China.

The Philippine government is sitting on $936 million that it is about to spend on 12 new South Korean FA-50 jet fighters for $440 million, two new Italian Maestrale frigates for $416 million, and eight AugustaWestland AW109 attack helicopters for $80 million.

Since the final contracts have not yet been signed, the Philippine government can divert the $936 million for immediate disaster relief and reconstruction.

US, the British, Japanese, Singapore, Taiwan and Korean military using their equipment is very important and it will never be accounted as contribution in wiki. But when a British warship is shown on TV or s Taiwanese C130 is shown on internet now that is precious. No amount of money can buy that kind of positive PR, because it is genuine and freely given. Finally, prior to asking donations from Chinese and Taiwanese citizenry, the Philippine government must spend its own funds.


The appeal for donation was and is directed at the international community not specifically at Chinese Citizen or Taiwan citizen. The only known government to government request was directed at the USA. Within hours of that request Pentagon issued an order and directed the USS George Washington to head for the Philippines. It is now being joined by the British Carrier Illustrious and the Japanese Helicopter carrier the Ise. USNS Mercy hospital ship is steaming as fast as it can to the Philippines to help.

China could have used the Peace Ark hospital ship and showcase your compassion, gain expertise for the Chinese crew and spread goodwill in Asia. It is still sitting in the dock.

China has lost an opportunity to assuage the concerns of its meteoric rise. China could have earned more friends but its citizens choose to be petty and CCP carried out your wishes. This in itself is a tragedy.

For people who are intelligent and independent thinking, you can perform a study analyzing how many times the media mention China by prefixing it with communist. -- even though China is quickly reforming itself, and abandoned communism long ago.

I find it ironic and comical that there are all of these complaints and agenda to make China look bad. Being a Chinese-American, I agree that we must help those in need any way we can but to pin it on the Chinese government's lack of donation when the U.S. was way worse is hypocritical. Let's face it: U.S. owes China a ton of debt and STILL doesn't offer much aid to China.

CHINA / Chinese people is the world's MAJOR contributor to the destruction of the ozone layer which brings about Global Warming. This means that the Chinese are major polluters in the world and are largely responsible for causing Global warming.Global warming then brings about stronger typhoons and climate change. If u are Chinese, be ashamed of yourself and stop lecturing other races about pollution. People in Beijing can't even breathe without having to wear masks to protect themselves from an intensely polluted air.

China is a communist country that wants to look like a responsible world power but miserably fails to over and over again.  China should just pull out it's donation of $100,000 and spend it for PR or better image building or something..I think with so many more responsible countries responding and helping out the Philippine efforts for Haiyan victims..there is really no need for China to help in. It's better that way and I hope China doesn't "try" to give more because it will just look like China is trying to save face. It's embarrassing.

I have worked in Singapore for 2 years.  The way I see it, they behaved like Hong Kongers who think the mainlanders are inferior.  Which in many ways they are on what's political correct or what's socially acceptable.

But then Singapore's entire banking, shipping and commercial system is completely dependent upon China, much like Hong Kong.  So they fear the Chinese influences, yet, they are Chinese themselves who carried on all the Chinese culture and traditions but loath the Chinese because they are jealous of the mainlander's new found wealth and arrogance.

But if they look at the mirror, the mainlander's arrogance or confidence isn't that much different than these Pores. 

Without China and its money and labor, Singapore is just another fishing village in Malay.  The Lee's family knows it well. I used to consult for their businesses.  There is no one more in love with China than Singapore in SE ASIA.  Even more than Thailand.

India is sending desalination ships & aircraft- & the very article you've posted has reader comments mentioning that the Indian media isn't covering  foreign issues properly. In any case, it's better for nations to donate food & equipment than to help prop up the Philippines' notoriously corrupt government. 

Amidst all this Asia- bashing, I'm surprised nobody is reporting that Asian nations were the first to respond to Haiyan. China tried to send 2 747s within hours- but was refused by the Filipinos. Taiwanese aid has been turned down. India's offer for bigger ships was refused as it's been ramping up its arms race recently. What's more- the Chinese have dispatched more ships than the US- they're simply not being allowed to drop off supplies.

Am I the only one who reads all this & starts thinking 'CIA'?

However you are right that China as well as India are currently the worst violator as they continue to use freon instead of HCFC being used in most of the western world. Depletion of ozone will cause more UV rays to reach the earth surface thereby promoting more genetic mutations (cancer)

Global warming is caused largely by Carbon dioxide meaning car exhaust and coal fired power plant emissions. Another source of global warming is methane (fart). Methane has 20 times the ability to trap heat compared to CO2. 

China by virtue of using more coal fired plant and having more cars and more people(fart) will contribute to more of the emissions. The west also shares the blame. If you eat beef or drink milk you are contributing to global warming since cows are single largest source of methane emission. So dont drive if you dont have to.  And drink soy milk its good for the american farmers.

There are so much methane trapped in the permafrost. As the world gets warmer the the permafrost will melt and release the trapped methane. So global warming is a foregone conclusion it is already here.

All of us came from africa. 70,000 yrs ago a group migrated north and this group split off and became the north east asian caucassion, Arabs norwegian etc. We are all related whatever your race is. We are all brothers and sisters.

We only have one mother earth let us take good care of it.

@rdthr Exactly. There's some underlying scheme that seems to be "corrupted". Donation does not equal to money, and competing for amount of donation is ridiculous. Most of the money donated are spent on "administrative cost" with no budget oversight In my humble opinion, that's a waste of money. People affected by the devastating natural disaster are better serve with supplies and manpower on the ground. Especially during the first 72 hours! Pointing fingers and gloating at other's misfortune does not help anyone. (Hint) them western media......

I am afraid that we have to wake up when we are talking about our high/superior living standard. I went to China last year, and was shocked by almost everything I saw. As far as I have known, people started using non freon refrigerators since late 1990s (close to ours). Their home appliances are much better, more fuel efficient and fancier than ours. Believe or not, we may gradually lose our lead over them in a few decades. In my view, cooperation with China and taking advantage of their economic growth is the no.1 priority to all countries, but first we have to listen to their needs not always force our own thinking that communists are the worst. My Indian friends told me similar stories about the development in India, and I am too afraid we may eventually be caught up.

My company hq isn't in Singapore.  God no. Getting to the Pores was a necessary step for oversea experience.  I wanted Shanghai or Tokyo but couldn't speak neither language so I got stuck on the Singlish Pores.  At least I can understand and try to make out what you people say unlike the Japanese.
