India’s chief investigator is in hot water after dropping a grotesque analogy about rape during a press conference on Tuesday.

According to an AP report, Central Bureau of Investigation Chief Ranjit Sinha made the remark during a briefing about illegal sports gambling. He was saying that if illegal betting could not be eradicated, then the state might as well legalize and tax it.  In an attempt to underscore his point, he then said “If you cannot enforce the ban on betting, it is like saying, ‘If you can’t prevent rape, you enjoy it.'”

On Wednesday, Sinha apologized for making the remark, but insisted that the quote had been taken out of context.

Since a gruesome gang rape of a young woman on a New Dehli bus last year made international headlines, India has introduced new laws to both combat sexual violence and repair its image as a global hotspot for rape.
