Venezuela-Colombia Ties – A meeting between Venezuela’s opposition leader Henrique Capriles and Colombian President Juan Manuel Santos has enraged Venezuelan officials, with the country’s foreign minister Elías Jaua telling state TV that the meeting “will bring a derailment of the good relations that we have,” reports the Associated Press. Capriles is currently trying to gather international support for his attempts to overturn the results of April’s Presidential election, which he narrowly lost to the socialist governing party candidate, Nicolás Maduro (who was hand-picked by late President Hugo Chávez as his successor) and which Capriles claims was fraudulent. Maduro’s government meanwhile is battling an economic crisis and the country’s endemic violent crime, as well as a scandal involving a left-wing talk show host that has led to speculation that the regime is falling apart. Meat Imports — China’s largest pork producer wants to buy American pork company Smithfield Foods for $4.7 billion to meet the nation’s growing demands for meat, according to the BBC. Shuanghui International has offered to pay for the company in cash and, if the deal is approved, it would be the largest takeover of a U.S. company by a Chinese rival. The takeover bid, however, “is likely to be closely scrutinized in the U.S. by regulators due to a regular series of Chinese food scandals, including the sale of tainted meat,” writes the British broadcaster. Sorcery Law — Papua New Guinea plans to repeal its 1971 Sorcery Act and reinstate the death penalty in certain cases to reduce violence against people accused of practicing witchcraft, reports the New York Times. In the past year, a rise in the number of public killings of people accused of sorcery has prompted more international pressure on the government to end such violence. Under the new law, rape, robbery and murder are among the crimes that can warrant a death sentence. New methods of execution — lethal injection, asphyxiation, firing squad and electrocution — have also been added to the law. Employee Loyalty — Struggling South Korean construction firms are pushing

Honduran Gang Truce – Two of Honduras’ most violent gangs plan to begin talks for a truce in the country with the world’s highest murder rate, according to CNN. In separate statements, the Mara Salvatrucha and Calle 18 gangs declared a cease-fire and asked the public to forgive their violence. The Honduran government and the Organization of American States will also participate in the talks to reach a peace agreement. The gangs have already made a deal in neighboring El Salvador, where, according to local officials, the murder rate has dropped significantly. Paris Stabbing Arrest – Police in France have arrested a 22-year-old man near Paris in connection with the stabbing of a soldier in the capital, reports the BBC. Cedric Cordiez, 23, was stabbed in the neck while he was on patrol with two colleagues in the La Defense district of Paris, on Saturday evening. He has now been released from a military hospital and rejoined his unit. According to the AP, officials said traces of DNA on an orange juice bottle and surveillance video led to the arrest. The attack echoed last Wednesday’s killing of British soldier Lee Rigby in Woolwich, London, although the French authorities have not yet linked the two cases. But French officials have claimed that the Paris stabbing may have been inspired by the Woolwich murder, writes Sky News, with investigators reportedly treating the knifing as terrorism. France is already on high alert following a threat, related to the country’s involvement in Mali, from the North African wing of al-Qaeda, and the heightened alert level is one of the reasons for soldiers being on patrol in central Paris and other high-profile areas, notes the BBC. Italy Women’s Rights — Italy’s lower house has ratified the Council of Europe Istanbul convention, a treaty that combats violence against women, just days after the brutal murder of a young girl, writes Reuters. On May 24, 16-year-old Fabiana Luzzi’s boyfriend burned her to death, shocking a country that still struggles with persistent machismo, sexism and gender inequality.
AU vs. ICC – The chairman of the African Union has accused the International Criminal Court (ICC) for prosecuting Africans based on their race, reports the Financial Times. “The ICC has to see to it that it shouldn’t chase Africans … Out of those people who [have] been indicted by ICC, 99 per cent are Africans so this shows that something is flawed within the system of ICC and we reject that,” said Hailemariam Desalegn, who is also Ethiopia’s prime minister. His comments come days after the AU backed Kenya’s request for charges against its president Uhuru Kenyatta to be heard under the laws of Kenya instead of The Hague. The ICC, however, has denied claims of racism, saying that referrals come from Africans themselves. China Hacking Claims – Chinese hackers have reportedly stolen the floorplans for an Australian spy agency’s new headquarters which is currently under construction, according to local news reports, writes Reuters. The attack supposedly saw confidential documents stolen from the Department of Foreign Affairs and Trade, which houses the overseas spy agency the Australian Secret Intelligence Service (ASIS), said Australia’s ABC Television. The claims come at a time of increasing cyber attacks against the U.S. and its allies, which have frequently been blamed on China. The ABC report said Chinese hackers had been targeting Australian interests more aggressively than previously thought, with victims including a steel manufacturer and a firm that makes civilian communications equipment, writes Reuters. Japan-Burma Ties – Japan is turning into the dominant economic force in Burma, notes VOA News. Tokyo has already cancelled $1.74 billion in debt, and pledged to lend more than half a billion dollars for infrastructure and power projects in Burma. Forgiving Burmese debt serves Tokyo’s interests and the new development projects will provide opportunities for Japanese companies to win contracts, said experts. Japan is also trying to hedge against what it sees as China’s growing presence in Burma, they said. Pakistan’s Power Shortage – The New York Times reports that Pakistan is struggling with severe power shortages because of ruined power plants,

Abe’s Burma Visit – Prime Minister Shinzo Abe visited Burma on Friday, becoming the first Japanese leader to do so in 36 years, reports Bloomberg. Masaki Takahara, executive managing director of the Japan External Trade Organization’s Rangoon office told Bloomberg that cheap labor and an untapped market of more than 60 million people are attracting Japanese companies. “There is not a market like this in the whole world right now,” said Takahara. Abe’s visit comes as Burmese President Thein Sein returns from the U.S., where he met President Barack Obama on the first such visit for a Burmese leader in half a century. Mozambique Displacement – A new report shows that more than 1,400 families in Mozambique were displaced to make way for Brazilian and Australian coal mining operations in Tete province, reports VOA News. The Human Rights Watch (HRW) report reveals that even though the foreign mining companies did provide new homes for the displaced families in resettlement areas, many of the people lost the ability to grow their own food, forcing them to rely on short-term food handouts financed by Vale and Rio Tinto. An HRW researcher said the resettlement problem will intensify as Mozambique continues to exploit its coal and natural gas resources in the north of the country. Darfur Conflict — The U.N.’s top humanitarian official said the conflict in Sudan’s Darfur region has displaced roughly 300,000 people in the first five months of this year — more than the total number of people displaced there over the last two years, according to the BBC. Valerie Amos called the situation “extremely worrying” and added that as many as 1.4 million people live in refugee camps with terrible living conditions and chronic food shortages. The Darfur conflict goes back to 2003 when rebels accused Khartoum of oppressing black Africans in favor of Arabs and began attacking government targets. E.U.-China Investment — The European Union‘s trade chief Karel De Gucht said he would seek the support of the 27 member states for an investment pact with China that

Iran‘s Nuclear Plant — A U.N. report shows that Iran is pushing ahead with the construction of a nuclear research reactor that, according to Western experts, could eventually make plutonium for weapons, notes Reuters. The U.N. International Atomic Energy Agency (IAEA) also announced that Iran now has the capacity to refine uranium, which could be turned into the fissile core of an atomic bomb if it is enriched to a higher level. The report also shows that Iran asphalted part of a military site that U.N. inspectors wanted to visit. The move has raised suspicions that Iran is trying to cover up traces of possible nuclear-weapons-related experiments at Parchin. Tehran has denied accusations that it is building a nuclear weapons program and has claimed that it needs nuclear technology for energy and medical purposes and to keep Israel‘s nuclear arsenal at bay. Hacking in China — The New York Times reports that hacking is widely accepted and sometimes even promoted in China, partly because the government insists on keeping tabs on anyone deemed subversive or suspicious. Hacking thrives in Chinese government, corporate sector and criminal world. “Some hackers,” according to the Times, “see crime as more lucrative than legitimate work, but opportunities for skilled hackers to earn generous salaries abound, given the growing number of cybersecurity companies providing network defense services to the government, state-owned enterprises and private companies. Carbon-Trading — China has unveiled its first pilot carbon-trading program, which is set to begin in the southern city of Shenzhen next month, points out the Guardian. The Shenzhen branch of the National Development and Reform Commission announced that, for now, the program will cover 638 companies responsible for nearly 40% of the city’s total carbon emissions. Eventually, the program will expand to include companies in transportation, manufacturing and construction. Beijing plans to roll out pilot carbon trading programs in six other cities before 2014.
Iran Presidential Election — Iranian authorities have banned two potentially powerful candidates from next month’s presidential election, according to Reuters, to ensure that the race is contested among hardliners who remain loyal to the clerical Supreme Leader Ayatullah Ali Khamenei. The Guardian Council of clerics and jurists denied former president Akbar Hashemi Rafsanjani and current presidential chief of staff Esfandiar Rahim Mashaie a place on the Jun. 14 ballot. The supreme leader could overrule the Guardian Council but analysts believe he is determined to avoid a repeat of the protests that followed President Mahmoud Ahmadinejad‘s re-election in 2009, notes Reuters. French Manufacturing Recovery — Economists said that France‘s plan to make the economy more competitive and robust is not working, according to the AP. Expensive labor costs, Europe’s highest payroll and capital taxes and reluctance to outsource lower-level manufacturing jobs have hurt France’s industrial power and business owners say government regulations and bureaucracy have been a hindrance as well. In essence, writes the AP, French manufacturers are paying workers too much to make products that cost too little. Bear Bile Farming — The New York Times examines the growing animal rights movement in China, where activists blocked the country’s largest producer of bear bile extract Guizhentang Pharmaceutical from filing an initial public offering at the Shenzhen Stock Exchange. Although advocates have yet to persuade Beijing to create animal welfare laws, they have been raising awareness to end cruelty against animals. Meanwhile, according to the paper, “industry supporters have mounted their own pro-bile public relations campaign, stressing China’s history of traditional medicine and suggesting that animal rights advocates are doing the bidding of foreign drug companies out to promote Western medicine at the expense of homegrown remedies.” Terrorism in Europe – Britain has asked the European Union to add the military wing of Lebanese Islamist group Hezbollah to its list of terrorist organizations, reports Reuters. The request comes after an attack on Israelis in Bulgaria last year, which Bulgaria has blamed on Hezbollah, and Britain also cited a four-year jail term

Guatemala Genocide Conviction — Guatemala’s highest court has overturned the genocide conviction and prison sentence of former dictator Efraín Ríos Montt, reports the New York Times. The move, according to the paper, “is a dramatic legal victory” for the 86-year-old general and “a blow to human rights advocates who called his conviction a sign that Guatemala’s courts would no longer allow impunity for the country’s powerful.” On May 10, Ríos Montt was found guilty of genocide and crimes against humanity and sentenced to 80 years in prison. The Constitutional Court’s latest ruling rewinds the trial to April 19 instead of throwing it out entirely. Lord’s Resistance Army – The United Nations has said the Lord’s Resistance Army (LRA), the guerrilla group led by Joseph Kony, has killed upwards of 100,000 people over the past 25 years in Central Africa, notes the AFP. Kony, who launched an uprising against the Ugandan government in the 1980s, is wanted by the International Criminal Court (ICC) for war crimes. The LRA is believed to have also abducted between 60,000 to 100,000 people, allegedly using its hostages as sex slaves and porters. E.U. Tax Evasion — The BBC reports that members of the European Parliament will convene Wednesday in Strasbourg, France to discuss ways to clamp down on tax evasion, ahead of an E.U. summit on the matter. Roughly 1 trillion euros ($1.3 trillion) a year – seven times the E.U. budget – are lost in the 27 member states via tax evasion. MEPs are expected to call for “a blacklist of tax havens, a system of automatic exchange of banking information and for resources to be channeled into the prosecution of tax evaders and recovering lost revenue,” according to the BBC. Feminist Arrested – A Tunisian feminist who scandalized the country earlier this year by posting topless photographs of herself online has been arrested after a new protest at a religious center, reports the AP. On Sunday, Amina Tyler went to the central Tunisian city of Kairouan, where around 11,000 security forces prevented the hardline Ansar al-Shariah

Russia‘s Human Rights — The European Union has said it is increasingly worried about Russia’s human rights violations against activists and dissidents, according to Reuters. In a statement, the 27-country bloc cited Moscow‘s new law requiring charities with overseas funding to register as “foreign agents” and prosecutions against demonstrators as signs of Russia’s “worrying situation of civil society.” The E.U. has called on Moscow to ensure that defense lawyers can work freely and announced that it would closely monitor developments affecting non-governmental organizations in Russia. Global Corruption — A new survey of 36 nations reveals that corruption and fraud require plenty of investigation in both developed and emerging economies, notes the New York Times. Around 20% of the respondents said they knew of instances within the past year when their companies either understated or overstated revenues, according to the survey conducted by Ipsos on behalf of accounting firm Ernst & Young. Overall, according to the Times, the “responses indicated that corruption and bribery are rare in the Scandinavian countries, but common in some Southern and Eastern European countries, as well as in India, the Middle East and Africa.” Deforestation — The Economist reports that illegal logging and land-grabbing are stripping Cambodian and Laotian forests. Environmental watchdog Global Witness’ new report called “Rubber Barons” indicates that since 2000, local and foreign companies have acquired upwards of 9.1 million acres (3.7 mil. hectares) of land in Cambodia and Laos, where the governments have handed out huge land concessions, often under opaque circumstances. About 40% of that land was set aside for rubber plantations. Two of the largest land-grabbers — VRG and HAGL of Vietnam — are accused of failing to consult local communities and compensate them for the land. Afghan Women’s Rights – Attempts to introduce a law to protect women’s freedoms have been blocked by conservative religious lawmakers in Afghanistan, reports the Independent. The law tackling violence against women has been in effect since 2009, by presidential decree, but until it is secured by parliamentary vote, it is vulnerable to a potential

Egypt NGO Law — The U.N. human rights chief, Navi Pillay, has warned that Egypt’s new civil society law betrays the ideals of the 2011 revolution and risks turning the country into an authoritarian state, notes Reuters. The draft law, supported by the Muslim Brotherhood‘s Freedom and Justice Party (FJP), imposes funding restrictions on non-governmental organizations and requires advance permission for many activities, which critics see as a threat to freedom of assembly. “This current draft law… risks placing civil society under the thumb of security ministries which have a history of abusing human rights and an interest in minimizing scrutiny,” said Pillay. The FJP has said “the bill is still under discussion and that it will give NGOs freedom and meet the needs of society,” according to Reuters. Cholera Epidemic — Haiti’s cholera victims have threatened to sue the U.N. after accusing it of negligently allowing peacekeepers to pollute the country’s water with cholera, reports the BBC. The country’s cholera outbreak began in 2010 near a camp for U.N. peacekeepers, taking the lives of around 8,000 people and infecting hundreds of thousands. U.N. cholera expert Danielle Lantagne told the BBC it was “most likely” that the epidemic began in the camp housing soldiers from Nepal, where cholera is endemic. Available evidence suggests that Nepalese peacekeepers inadvertently spread cholera into the main waterway of Haiti, one of the world’s poorest countries. Lawyers of the victims said the U.N. broke international law and gave the organization a 60-day deadline to start talks on billions of dollars worth of compensation. The U.N. has insisted that it is immune from compensation claims and legal proceedings. Gender Segregation — The New York Times reports that the Israeli government is trying to end gender segregation in public spaces. Israel’s Attorney General Yehuda Weinstein advised ministers across the government to issue guidelines, which are likely to be adopted in the coming weeks, to immediately end gender segregation in public areas. “The sweeping ruling comes after several years of mounting tension and legal battles over the treatment of

China-North Korea — Reuters reports that the Bank of China has closed the account of North Korea’s main foreign exchange bank, which Washington has accused of helping finance Pyongyang’s nuclear weapons program. “The new rules,” according to Reuters, “come as some experts cite China as the world’s biggest source of “dirty” funds and as it faces growing foreign pressure to scrutinize its financial links with North Korea and block cash transfers tied to Pyongyang’s nuclear ambitions.” In March, Washington imposed sanctions on North Korea’s state-run Foreign Trade Bank, prohibiting any transactions between U.S. entities or individuals and the bank, and urged the E.U. to do the same. Radical Islam — France is struggling to fight radical Islam and contain home-grown militants in its own jails, notes Reuters. More than half of the inmates in France are believed to be Muslim and, according to a Reuters investigation, jail conditions in the country are turning young Muslims into easy prey for jihadist recruiters. Experts said a disproportionately high number of young, underprivileged Muslims in jail along with overcrowding and a shortage of guards and mainstream Muslim chaplains to discourage radicalization are fueling the growth of radical Islam in prisons. E-Commerce — A new report shows that e-commerce is thriving in China where online retail sales reached about $211 billion last year, notes the New York Times. The report by consulting firm PwC said China is now one of the world’s busiest online markets, both in terms of overall sales volumes and consumers’ frequency of online shopping. Growing wages, more people going online, better telecommunications networks and the widespread availability of online devices have helped spur the growth of Chinese e-commerce.
Bird Flu — The U.S. Centers for Disease Control and Prevention (CDCP) has said the current strain of bird flu in China cannot cause a pandemic although there is no guarantee that it will not mutate and lead to a pandemic, reports VOA News. “This particular virus is not going to cause a pandemic because it doesn’t spread person-to-person, but all it takes is a bit of mutation for it to be able to go person-to-person,” said CDC Director Thomas Frieden. The identified cause of the virus is direct contact with poultry. H7N9, the current strain of avian flu, began infecting people in February and has sickened at least 127 people and killed 27 others so far. Chinese Art — The New York Times reports that many artists and curators in China believe that Chinese art is underrepresented in major galleries and museum collections around the world. Even though art collectors from China have made their mark in major auctions worldwide — China’s art market makes up 25% of global sales — Chinese art is not as visible. Cultural observers said different political and sociological factors have contributed to the lack of visibility, including “deep artistic losses after the 1949 Chinese revolution,” an art scene that remains subject to censorship and “creativity issues tied to the political and educational system,” according the paper. Germany Immigration – As some European Union countries continue to suffer from the financial and debt crisis, Germany has experienced its biggest spike in immigration in almost two decades, reports Reuters. The country’s Federal Statistics Office said 1.081 million immigrants entered Germany last year, with the influx of people from crisis-hit Italy, Greece, Portugal and Spain up by 40% from the previous year. Germany has been largely resistant to the financial crisis, and its unemployment rate is currently at 6.9% — just above a post-reunification low — making it an attractive destination for workers from crisis-hit countries, notes Reuters.
North Korea Threat — A new Pentagon report reveals that North Korea’s continual development of its nuclear weapons program could bring it closer to reaching the U.S. with an atomic weapon, notes Reuters. Furthermore, according to the report, North Korea’s attempts to develop a nuclear arsenal, sell weapons technology to other countries and provocative behavior are Washington‘s greatest security challenges in the Asia Pacific region. “North Korea will move closer to this goal, as well as increase the threat it poses to U.S. forces and allies in the region, if it continues testing and devoting scarce regime resources to these programs,” said the document. Egypt‘s Birthrate — The New York Times reports that although Egypt’s birthrate has surged to a 20-year high in 2012, the government remains silent on the issue. Last year, 2.6 million babies were born in Egypt, with the birthrate reaching 32 for every 1,000 people. The ousted ex-president Hosni Mubarak focused on two-child families and contraception but the current administration lacks a policy on family planning, potentially increasing the risk of overpopulation, notes the daily. “For the moment,” writes the Times, “grand development plans that could alleviate overpopulation have taken a back seat as the beleaguered government focuses on keeping the lights on and feeding its citizens.” Syria Conflict – Following the U.S. government’s announcement that it is rethinking its opposition to arming rebels fighting Bashar al-Assad’s regime in Syria, the British Defense Secretary has said Britain has not ruled out the option of arming the rebels, reports the Independent. Philip Hammond said the British government may decide to take stronger action after the European arms embargo on Syria expires at the end of May. But Hammond said Britain would need “incontrovertible” evidence of the use of chemical weapons by Assad’s forces before taking action. He also said such a response would ideally be taken through the United Nations Security Council, writes the Independent. Japan Nuclear Project – Japan is set to build its first overseas nuclear plant since the Fukushima meltdown of 2011, reports Bloomberg Businessweek.
Bangladesh Factories — The European Union is considering taking action to enhance working conditions in Bangladeshi factories following the death of hundreds of people when a factory collapsed, reports the BBC. One of the actions the E.U. could take include using the trade preference system, which gives Bangladesh duty- and quota-free access to E.U. markets, to enforce the improvement of working conditions. Bangladesh’s garment industry is one of the biggest in the world and makes up nearly 80% of the country’s annual exports. Rights Abuses — Amnesty International has said that the Sri Lankan government is cracking down on critics to consolidate power, according to Reuters. In a new report based on interviews with witnesses, lawyers and activists, the rights group alleged that Colombo clamps down on dissenters through threats, harassment, imprisonment and violent attacks. Journalists, human rights activists and opposition politicians have also been reportedly abused, often by security forces or their proxies, said the report. Amnesty has urged the 54 member countries of the Commonwealth to not hold a bi-annual heads of government meeting in Sri Lanka this November unless the situation improves. South Africa Aid — The United Kingdom has announced that it will stop all direct aid to South Africa by 2015, notes VOA News. The British Department for International Development announced that it would end direct aid to South Africa, worth about $29 million a year, after agreeing with officials in Pretoria that “South Africa is now in a position to fund its own development.” South Africa’s foreign ministry said they were not told of the decision in advance and that the move “is tantamount to redefining our relationship.” Although South Africa boasts a growing black middle class, and the biggest economy in Africa, it has been displeased with the suddenness of the announcement, according to VOA.
Burma Ethnic Violence – Following months of sectarian violence in western Burma, a government-appointed commission has recommended that measures should be taken to limit population growth among Muslims in the country, including a family planning program, reports the Daily Telegraph. Unrest between ethnic Burmese Buddhists and the minority Rohingya Muslims last year led to over 200 deaths and tens of thousands of people displaced in the western Rakhine state. Last month, the violence spread to central Burma. The commission’s report has caused outrage among campaign groups and anti-government activists, with the deputy Asia director of Human Rights Watch calling the idea of limiting births of a particular group “chilling.” Evo Morales — Bolivia’s constitutional court has ruled that President Evo Morales will be allowed to run for his second re-election next year, reports the Guardian. As president, Morales pushed for constitutional change that only allowed one re-election but because the law took effect after his first re-election in 2009, he will be eligible to run again for office. The leftist president was first elected in 2005. Cellphone Pollution — The New York Times reports that cellphones are polluting the world because making and disposing them damages the environment. Recycling electronic devices is difficult partly because of the design of the technology in consumer products. The U.N. Environmental Programme has called for a “major rethinking of current recycling models,” according to the paper. The European Parliament adopted stricter guidelines for electronic waste and by 2016 E.U. countries must collect 45 tons of waste for 100 tons of electronic products sold in the previous three years. Chinese in Africa – China has committed $75 billion on aid and development projects in Africa over the past decade, far greater than previous estimates, according to data released on a new U.S. online database, writes the Guardian. The data, which was compiled from thousands of media reports, will likely add to the ongoing debate over China’s motives in Africa – which are, as the Guardian notes, described by some as a soft-power strategy to secure

Voting Audit — The electoral council of Venezuela will audit the votes cast in the presidential election earlier this month, notes the BBC. The audit from May 6 to Jun. 4 is not the full recount that was demanded by opposition candidate Henrique Capriles, who lost by a margin of less than two percentage points to President Nicolas Maduro. Capriles, according to the broadcaster, called the audit fake and vowed to challenge Maduro’s victory in the Supreme Court. New Delhi — The New York Times reports that as many as five million of New Delhi’s 17 million residents live in unauthorized colonies without government approval or city services. Because 2013 is an election year, the state could grant legal status to scores of unauthorized colonies, giving them access to new or improved sewer lines, electricity and water supplies and better roads. In India, illegal settlements have formed over the years in the absence of affordable, low-income or middle-class housing for migrants who flocked to cities for work and opportunity, writes the paper. Abe in Russia – Japan’s Prime Minister Shinzo Abe is traveling to Russia – the first such visit by a Japanese premier in a decade, reports Bloomberg. Russia, which has seen a fall in demand for its natural gas — one of its key exports — will use Abe’s visit to promote gas exports to Japan, writes the Japan Times, noting that Abe may use that leverage to persuade President Vladimir Putin to open fresh negotiations on Russian-held disputed islands off the Japanese coast. Ahead of the visit, the Kremlin said that “dialogue should be aimed at finding the mutually acceptable solution” to the disputed islands, reports Russia Today. Abe’s week-long trip will also take in Saudi Arabia, the United Arab Emirates and Turkey. Displaced People – The number of Internally Displaced People (IDP) is at a record level, reports the Guardian. The wars in Syria and the Democratic Republic of Congo contributed to more than 6.5 million people being forced to move within their own countries in

Bangladeshi Tragedy — A British NGO said major Western fashion retailers squeezing Asian suppliers played a part leading up to the tragedy in Bangladesh, where at least 300 people died when a eight-story factory building collapsed on Wednesday, notes Reuters. The charity War on Want told Reuters that Western retailers’ desire to undercut rivals has put greater pressure on foreign suppliers to cut costs and consequently overlook workers’ rights. War on Want and its Bangladeshi partner, the National Garment Workers’ Federation (NGWF), are now calling for major international retailers to be held to account. “This negligence must stop,” said NGWF President Amriul Haque Amin. “The deaths of these workers could have been avoided if multinational corporations, governments and factory owners took workers’ protection seriously.” ‘Secrecy Bill’ — Activists in South Africa said they will continue to fight the existing “Secrecy Bill” that could threaten journalists and whistle-blowers with prison terms of up to 25 years, reports the Guardian. The Protection of State Information Bill, passed on Nov. 22, 2011, “has been described as the first piece of legislation since the end of racial apartheid 19 years ago to undermine South African democracy,” writes the daily. Activists have said they plan to challenge the law in the country’s highest court. South Africa ranks 52nd out of 179 countries surveyed in the latest Press Freedom Index. Russia’s Bargaining Chip — Russia is using child adoption as a bargaining chip to prevent Irish lawmakers from approving a resolution that criticizes Russia’s human rights abuses, according to the New York Times. In a letter to Ireland’s Parliament, the Russian government warned it might stop negotiations on a deal for cross-border adoptions if a parliamentary committee passes the resolution, which condemns Russia’s treatment of the lawyer Sergei L. Magnitsky who died in prison after trying to expose government corruption. The head of the foreign affairs committee, Pat Breen, said that the Irish parliament would consider compromise language for the resolution at a hearing next Wednesday.
Russia Human Rights – President Vladimir Putin is overseeing the worst era for human rights in Russia since the Soviet era, according to two new reports by Amnesty International and Human Rights Watch (HRW), reports the Daily Telegraph. Putin, who began a second term as president almost a year ago, is accused of bringing in new laws to stifle criticism of his regime and adapting existing laws to silence dissent – policies HRW describe as “a crackdown on civil society unprecedented in the country’s post-Soviet history.” Putin has also brought in a new law which compels any organization that receives funding from abroad to describe themselves as “foreign agents” if they are considered to be involved in undefined “political activities.” Amnesty, whose Moscow office was inspected by prosecutors and tax inspectors last month, described this as “deliberately reminiscent of the Cold War,” writes the Telegraph. Cyber Espionage — A new report reveals that China leads the world when it comes to cyber espionage, reports VOA News. According to the “2013 Data Breach Investigations Report” by Verizon, a major U.S. telecom company, 96% of computer espionage cases targeting intellectual property and business trade secrets were caused by “threat actors in China,” while the other 4% were unknown. Security experts have cautioned against drawing conclusions that the Chinese government is behind the cyber attacks originating from the country. Bulgarian Media — The Economist notes that media freedom in Bulgaria is worsening as journalists reportedly come up against intimidation and pressure to serve the interests of political parties and various economic groups. Financial troubles and lack of transparency in media ownership also hinder greater media freedom. The Eastern European country now ranks 87th in the Reporters Without Borders’ annual Press Freedom Index, down from 35th in 2006. Poverty in Paraguay — Export commodities like soybeans and corns generate large profits for Paraguay, but much of the country’s 6.5 million people remain left behind, reports the New York Times. Paraguay’s agriculture-driven growth fails to create enough jobs for the population, more than 30% of

Same-Sex Marriage — French lawmakers have passed a same-sex marriage bill in a 331-to-225 final vote, reports CNN. France’s lower house approved the bill, which also gives same-sex couples the right to adopt, despite strong opposition from some French conservatives. President François Hollande has to sign the bill to enact it. If the bill becomes law, France will become the 14th country in the world were same-sex marriage is legal. TIME’s Bruce Crumley, in his piece, pointed out that “given France’s rather liberal, live-and-let-live social reputation abroad, it struck some foreign observers as ironic the French took so long — and battled so bitterly — to legalize same-sex marriage that purportedly stodgier “Anglo-Saxon” countries like the U.S. and U.K. now appear to be moving toward rapidly.” India’s Drought — Despite the forecast for this year’s monsoon, the rain might be too little, too late for India’s southern and western states that have already been parched by severe droughts, notes Reuters. The western states of Maharashtra, Gujarat and Rajasthan as well as the southern ones of Karnataka, Tamil Nadu, Kerala and Andhra Prades — collectively spanning an area roughly the size of Southern Europe — need ample rain for food irrigation and output. A drought, according to Reuters, could reduce India’s economic growth by two percentage points. Dissent in Vietnam — The New York Times notes that the Communist Party of Vietnam faces greater dissent from a population that is better informed and more critical of the single-party government that has been in power since 1975. To clamp down on growing dissent and skepticism, the government has sentenced a number of journalists, bloggers and activists to prison. The party, writes the Times, “is rived by disputes pitting traditionalists who want to maintain the country’s guiding socialist principles and a monopoly on power against those calling for a more pluralist system and the full embrace of capitalism.” Chinese Sea Power – China is planning to build more aircraft carriers, thus extending its influence at a time of escalating tensions over territorial disputes with its

North Korea’s Nuclear Ambitions – North Korea has rejected U.S. calls to show it is serious about abandoning its nuclear ambitions, and said it won’t engage in talks unless its right to nuclear weapons is recognized, reports the Guardian. North Korea’s Rodong Sinmun newspaper rejected U.S. and South Korean conditions that it agree to dismantle its nuclear weapons and suspend missile launches before talks can begin, writes the Guardian. North Korea conducted its third nuclear test in February, and China‘s top general said on Monday that a fourth North Korean nuclear weapons test is a possibility – underlining the continuing need for talks between Pyongyang and other regional parties. But on Tuesday, Pyongyang’s Foreign Ministry remained defiant, vowing to strengthen its nuclear program in response to a U.S. State Department report accusing North Korea of human rights abuses, claiming the annual report is aimed at toppling North Korea’s leadership, the AP reports. Paraguay’s New President — Reuters notes that Paraguay’s president-elect Horacio Cartes, a millionaire cigarette and soft drink magnate, has to tackle the country’s widespread poverty. Nearly 40% of Paraguayans are in poverty and in 2011 the per-capita gross domestic product stood at $5,413, the second-lowest in South America after Bolivia. The 56-year-old businessman campaigned with a pro-business agenda, pledging to support the private sector in a nation where the state employs about 10% of all Paraguayan workers. E.U. Membership — The European Commission has suggested starting E.U. membership talks with Serbia after brokering a deal that normalizes ties between Serbia and its former province of Kosovo, reports the BBC. Both Serbia and Kosovo want to join the 27-nation bloc but five E.U. members — Cyprus, Greece, Romania, Slovakia and Spain — do not recognize Kosovo’s independence. The commission has also proposed opening talks with Kosovo to eventually move towards full E.U. accession negotiations, according to the BBC. Iran’s Food Prices — Increasing food prices in Iran are raising concerns about the country’s political stability, reports the AP. International and Western sanctions over Iran’s controversial nuclear program have damaged the local economy

Syrian Conflict — In Syria, a record number of people killed by the civil war were found on Sunday, notes CNN. The Local Coordination Committees, an opposition group in the country, said at least 566 bodies were discovered, marking the highest number of victims found in a single day since the conflict between the government and protestors began in March 2011. The U.N. estimates that 70,000 people have died from the fighting so far. Welfare State — The New York Times reports that Denmark is rethinking its cradle-to-grave welfare policies as a growing number of Danes believe that too many benefits undermine the nation’s work ethic. The Scandinavian country provides free health care, free college education and generous handouts to its citizens but these perks, according to some experts, cannot be sustained for long if too many citizens choose not to participate in the work force and lean on government support instead. Because of those concerns, “Denmark is retooling itself, tinkering with corporate tax rates, considering new public sector investments and, for the long term, trying to wean more people—the young and the old—off government benefits,” notes the Times. Burma Violence Report – Last year’s violence against Burma’s Rohingya Muslim minority was planned and coordinated by security forces and Buddhist monks, according to a new Human Rights Watch (HRW) report released Monday. The violence, rooted in centuries-old religious tensions, erupted last July following the rape and murder of a Buddhist woman by a group of Muslim men. HRW’s report includes interviews with over 100 people on both sides, and states that there is strong evidence that the violence, which left 180 people dead and over 100,000 homeless, was officially sanctioned, with reformist President Thein Sein appearing to approve a plan to expel Rohingyas from Burma. The report is released as the European Union prepares to drop most of its sanctions against Burma – a move that HRW’s David Mepham told the Independent is “premature and unjustified.” Mob Rule in Pompeii – Publicly-funded restoration work at the ancient city of Pompeii
