Vietnam is taking a serious look at nuclear power. Since 2006, the country has signed nuclear cooperation agreements with France, South Korea, China, Japan, the U.S. and Canada. At a recent Nuclear Power Program conference in Hanoi, Vietnam announced a partnership with Russia that includes a $9 billion deal to construct 13 nuclear plants by 2020.
