Ali Dilem is Algeria’s best-known cartoonist. He has been prosecuted at least 50 times for his subversive work, but now Algeria’s authoritarian rulers may have recognized the folly of trying to muffle him.

Dilem was prosecuted for insulting the military because of this cartoon. He drew it shortly after Algerian President Abdelaziz Bouteflika signed into law the so-called "Dilem amendment," in 2001, which threatened 12-month jail terms and hefty fines for insulting the president and military leaders. Above the 15-fingered hand is written, "In the Algerian Army, the corrupted ones can be counted on one hand."
