This 700-megawatt hydroelectric plant is being undertaken by two Chinese companies — Sinohydro Corp. and the Chinese National Electric Engineering Co. — with construction expected by 2017. The idea was first touted way back in 1982 but never materialized largely because of budget constraints. Nigeria is especially important to China as it boasts the largest economy in West Africa, the highest population on the continent as well as substantial oil reserves. Soon after Nigerian President Goodluck Jonathan met Chinese President Xi Jinping in July, China agreed to offer $1.1 billion in low-interest loans to facilitate the building of local infrastructure.
