Ten people are dead after a massive fire tore through a retirement home in Quebec Thursday, with 22 people still unaccounted for.

Officials haven’t yet determined the cause of the blaze in the small town of L’Isle-Verte, where frigid temperatures ice tw0 feet thick continue to slow down the search for survivors among the rubble, the Associated Press reports. Twenty elderly residents escaped the fire, but the chances that others survived in the fire are slim, authorities said.

“I think we can all agree here today that the …people who are still missing, I think we can assume the worst,” Lapointe said.

The home was up to fire codes and had a proper evacuation plan, said authorities, who are still investigating the cause of the fire.
