The proportion of carbon permits in Europe’s emissions-trading scheme (ETS) given away to airlines during the first year of the program — covering the emissions of all flights into and out of European airports — launched last month, the Economist reports. Foreign governments and airlines have reacted furiously; China’s Civil Aviation Administration said Monday its airlines are not allowed to pay the charge or to add fees to cover it.
